Public sector construction procurement process rolled out

Launch of the first government-led construction arrangement for the entire public sector has been announced by Crown Commercial Service (CCS).

Public bodies are now able to use the CCS Construction Works and Associated Services agreement to find companies to assist in constructing new facilities of all types.

The arrangement has a maximum potential value of £30bn over the next seven years and is designed to save public bodies from having to conduct their own procurement exercises.

It is also designed to assist both the government and the construction sector in achieving the objectives of the construction and industrial strategies in delivering sustainable processes.

As the scheme was rolled out, CCS named 128 providers, including 57 SMEs, with 31 of 38 sub-lots awarded yesterday, with the seven remaining due to be confirmed in the near future.

Public sector organisations will now use the agreement to find companies to assist in the construction of new or refurbishment of existing facilities, including completion of repairs or demolition and decommission of redundant assets.

CCS explained that the agreement is designed to provide a level playing field for SMEs, with lots divided into different contract values and regions to appeal to local service providers.

Housing associations and local authorities can also use the agreement when commissioning house building projects, with CCS providing procurement guidance and assist in meeting government aims to build 300,000 houses per annum.

There are also provisions for specialist projects within the new arrangement, such as air-side and maritime construction services and additional aspects, such as off-site manufacturing.
