Council aiming to outsource services by March 2020

Derbyshire County Council (DCC) is discussing outsourcing its cleaning and caretaking services as part of the aims of its property division to reduce costs.

These services are currently provided at 344 council-owned sites around Derbyshire.

The division currently has an annual budget of £12.6m and employs 1,500 staff providing grounds maintenance, electrical, architectural and plumbing services, in addition to caretaking and cleaning, according to DerbyshireLive.

Plans to outsource services to Vertas, owned by Suffolk County Council (SCC), are expected to be signed off today, with the aim of completing the move next March.

It is expected that DCC staff will transfer across to Vertas, but the council has not ruled out the possibility that the move will not involve redundancies, although it has it stated it would "make every effort to avoid job losses".

The council has followed recommendations made by accountant Ernst Young that its property division services should be outsourced.

Another element within its outsourcing efforts is the provision of design services for construction projects over £50,000 will be provided by Concertus, which is another SCC subsidiary.

Figures analysing both the cost of the outsourcing exercise and the money saved are due to be published in January 2020.

Many councils around the UK are considering their options following reductions in their budgets, which may see more turning to the outsourcing model and providing new or extended opportunities for FM service providers.
