PFM Awards 2013: Partners in FM Corporate for the Public Sector

Details of the finalists' entries for the PFM Award for 'Partners in FM Corporate - Public Sector' have been revealed - they are EMCOR with the Department of Health; Interserve with Defra; and MITIE with Essex County Council.

EMCOR with The Department of Health
The teams from the Department of Health and EMCOR have worked to create a culture in which results can be delivered in a truly collaborative way says John Warren, divisional director of EMCOR UK. This is an example of how the public and private sector can cooperate to help meet their individual and collective goals.

EMCOR is a key partner to the Department of Health and has supported it in achieving challenging strategic aims, particularly around the utilisation of its estate, energy efficiency and waste management. In a period of intense change, the DoH has been impressed by the levels of expertise and commitment demonstrated, and the cooperation and flexibility EMCOR has shown in helping deliver its facilities and estates agenda.

Interserve with DEFRA
In 2009 the Department for Environment, Food and Rural Affairs (Defra) outsourced its FM services to Interserve. The 15-year contract, worth about £750m, covers 186 sites throughout England and Wales and involves three Category 4 laboratories, 39 Category 3 laboratories, 226 other laboratories and 162 offices. It encompasses several core Executive Agencies.

Interserve deliver a range of FM services such as buildings maintenance and waste management as well more strategic services such as energy management, professional and project services and fleet management. Interserve is also responsible for analysing and presenting options to Defra in the areas of transport, accommodation and building layouts and occupancy.

This move achieved £126m saving for the department compared to its previous model. This was achieved by moving from a localised approach to a central partnership arrangement with joint governance and collective ownership for Defra’s property strategy. By adopting a collaborative approach that works across organisational boundaries, Defra has been able to use its estate expertise to control costs centrally and ensure there remains a focus on the agreed business.

Essex County Council (ECC) has a gross annual budget of £2.2bn and is experiencing pressures on public sector expenditure resulting from the economic downturn. The authority’s response has been visionary and radical, embarking on a transformational programme that has saved more than £340m to date across the entire Council and will deliver a further £215m over the next three years.

The Council’s strategy is to become a commissioning-led organisation including in property and FM, and it has implemented a 10-year, Total Property and FM strategy to drive out annual revenue savings of £3.1m.

In 2011-12 ECC implemented the Property Management and Facilities Management Services (PMFMS) project. It retained an in-house, (thin client) strategic, capability and commissioned through competitive tender, the Integrated PMFMS from MITIE. This all-embracing centralised contract was one of largest and most innovative contracts of its type in the UK public sector.

By the end of mobilisation Essex Property and Facilities (EPF) had been transformed into a commissioning service, with MITIE the sole service provider, plus a corporate landlord function simultaneously delivering property transformation.
