Expression of Interest requested for LIFT project in Liverpool

Five new mental health centres serving the populations of Liverpool, Kirkby and Sefton will be constructed over the next 5 years. This initiative is known as the TIME Project.

Overview of Liverpool and Sefton Health Partnership
Liverpool & Sefton Health Partnership (LSHP) was formed in 2004 as part of the UK Government's Local Improvement Finance Trust (LIFT) initiative. To date LSHP have successfully delivered a number of Health and Wellbeing centres to local communities. Further information about LSHP can be found on www.lshp.co.uk .

Overview of the Project
It is currently proposed that up to five new mental health centres serving the populations of Liverpool, Kirkby and Sefton will be constructed over the next 5 years. This initiative is known as the TIME Project and more details can be found on www.merseycare.nhs.uk/services/corporate/time_project

Under its Strategic Partnering Agreement with LSHP, Mersey Care has elected to use the LIFT procurement route for delivering the TIME Project and has reached agreement with LSHP for it to act as their delivery partner.

Overview of Services
LSHP is seeking expressions of interest from FM service providers that wish to receive the Pre Qualification Questionnaire (PQQ).The PQQ will be used to determine a list of suitably experienced, capable and qualified providers who will be invited to submit a tender for the provision of the following range of services which could include but not be limited to:

 Mechanical, Electrical and Fabric, Planned and Reactive Maintenance
 Grounds Maintenance;
 Waste Disposal;
 Energy & Utilities Management;
 Helpdesk;
 General Services (Management of provided services); and
 LCR (Asset replacement in accordance with life-expectancy).

The services will be delivered to each mental health centre for a term of circa 30 years.

No guarantee can be offered at this stage that any or all of the facilities will proceed as these will be dependent on recieving the necessary approvals and funding. At this stage, tendering parties will be asked to price two facilities, one on the site of the former Skelly’s car dealership on Edge Lane and the other on the site of the former Aintree Hospital in Walton.

The process will be independently managed by Davis Langdon on behalf of LSHP and all participants can be assured that the successful bidder will be the one which clearly demonstrates value for money and the relevant depth of experience and proven track record to support LSHP in delivering Mersey Care’s objectives.

Timetable
Bidders are asked to note that for operational reasons LSHP require the successful bidder to be appointed by early September 2010. This will require the bidder to meet the below timescales for completion of their PQQ and Tender responses (as applicable).

 Return date for PQQ – Monday 26th July 2010
 Issue ITT (to shortlisted bidders) – Wednesday 4th August  2010
 Return date for tender response – Monday 23rd August 2010
