Council's three-year FM review continues

Bridgend Borough Council has reported on its continuing efforts to review its review of 940 assets to determine its strategy for these in the future.

With government cuts to funding continuing, a growing number of local authorities are reviewing how to cope with these, including increasing concentration on FM delivery to gain more value.

This can be seen in the Bridgend example, which has formed its new corporate landlord team.

The council's studies shows it spends around £20m per annum on facilities including care homes, schools, industrial units, bus shelters and land.

Approximately £16m of this is spent on materials, labour, external contractors and capital works, it stated, with the remaining balance spent on staff.

Once its survey of its facilities is complete, the council will decide on the future of its various facilities.

This will involve considerations including change of use, demolition and rebuilding of facilities and the potential selling of land for development to generate revenue.

The council is continuing to use consultancy services to assist with decisions on its FM, energy and compliance processes.

However, it is also attempting to appoint a permanent head for its corporate landlord division, having been unable to find a candidate with the sufficient qualifications and senior management skills.

Prior to the forming of corporate landlord, responsibilities for the running of facilities was divided between different managers, none of whom were focused on FM.

Bridgend Council now intends for its facilities to be professionally managed and operated to ensure that they provide value for the council and those that use them.
