Cofathec wins £25m Whitehall energy contract

Cofathec is to operate, maintain and manage two energy centres, distribute heat and power and procure gas and diesel for the Whitehall Estate, which includes the Houses of Parliament and central Government departments served by the Whitehall District Heating System and Whitehall Standby Distribution System.

Cofathec UK, a subsidiary of Gaz de France, has won a major energy services contract with OGCbuying.solutions to provide energy services to the Whitehall Estate for a period of 11 years with a total projected value of £25 million. Under the contract, Cofathec will be responsible for the operation, maintenance and management of two Energy Centres, distribution of heat and power and procurement of gas and diesel. Additional works will include extending the existing district heating network and optimisation of power plant performance.

The Whitehall Estate includes the Houses of Parliament and a wide range of central government departments, some of which are served by the Whitehall District Heating System (WDHS) and the Whitehall Standby Distribution system (WSDS). The WDHS generates and distributes high temperature hot water (HTHW) to the buildings on the estate and Cofathec will be responsible for the supply of heat to an agreed point within each Whitehall building. The WSDS is connected to the Whitehall Distribution network and provides standby generation capacity for the estate.

As part of the contract, Cofathec will sell heat and power to OGCbuying.solutions at an agreed unit rate. Cofathec also assumes the financial risk relating to the heating and power plant.
